Forex trading is legal in Azerbaijan under the regulatory framework established by the Central Bank of the Republic of Azerbaijan. According to the Law on Currency Regulation, residents and non-residents are entitled to sell, buy, and exchange foreign currency in the foreign exchange market of Azerbaijan in the order specified by law (1). The Central Bank serves as the main body for currency regulation and establishes the scope and procedure for foreign currency circulation, adopts normative acts on currency operations, and sets official exchange rates of the manat against foreign currencies.
The securities market in Azerbaijan is governed by the Constitution of the Republic of Azerbaijan, the Civil Code, and the Law on Securities Market along with other normative acts issued by the financial markets supervisory authority (2). The securities market legislation sets forth principles and rules for issue, state registration, public offering of investment securities, and establishes legal grounds for relations relating to protection of investors' rights. The supervisory authority, which was previously known as the Financial Market Supervisory Authority, ensures the regulation and supervision of the financial market in the country.
"The securities market in the Republic of Azerbaijan is governed by the Constitution of the Republic of Azerbaijan, the Civil Code of the Republic of Azerbaijan, this Law and other acts of a normative nature."
Local banks licensed by the financial markets supervisory authority, local branches of foreign banks, and persons licensed to engage in currency exchange enjoy the right to conduct currency exchange operations in Azerbaijan (1). These licensed entities must buy and sell foreign currency solely in cash at clients' orders and comply with organizational requirements established by regulatory authorities. The Central Bank licenses, regulates, and supervises banks and other financial institutions to ensure stability in financial markets throughout the country.
